Third-Party CDL Testing Coming Spring 2025


A new regulation in Delaware aims to accelerate the process of obtaining a commercial driver license (CDL) by enabling private organizations to provide CDL Skills testing.

Delaware Administrative Code, Section 2226 (“Regulation 2226”) establishes a Third-Party program in which the Delaware Division of Motor Vehicles (DMV) will allow third-party organizations to administer the skills exams for commercial driver license applicants.

Eligibility Requirements

Organizations who wish to participate in the DMV’s Third Party CDL Testing Program must submit an application to the DMV.

To be considered for the program, the organization must provide a list of examiners, a testing site, and a road test route that would meet the federal requirements.

Commercial Driver Org Application

Required Documents Agreement

All third-party testing organizations (TPTO) whose application is accepted will be required to sign an agreement, which will be provided by the DMV.

Basic Control Skills Site

After an application is accepted, the TPTO must set up and maintain its own Basic Control Skills site, approved by the DMV, which conforms to both DMV and Federal standards.

CDL Road Test Route

After an application is accepted, the TPTO must outline a detailed route for their CDL road test course, approved by the DMV.

Route Specifications Training

All approved examiners will participate in the DMV’s training program.

Oversight

Once a TPTO is fully operational, they will submit to monitoring of their testing operation by DMV in accordance with Regulation 2226.
