What is a Low-Speed Vehicle?
LSV means a 4-wheeled motor vehicle, other than a truck, whose speed attainable in 1 mile is more than 20 miles per hour but no more than 25 miles per hour on a paved level surface. The low-speed vehicle shall be limited to a gross vehicle weight rating (GVWR) of less than 3,000 pounds.
What documents are required to title and register my LSV?
If the LSV is brand new:
- Manufacturers Certificate of Origin/Statement of Origin identifying the vehicle as a low-speed vehicle.
- The Low-Speed Vehicle Self-Inspection Affidavit (MV2009)
- The vehicle identification number (VIN) must be verified by an associate from the DMV’s inspection lane and a MV212 Application for Title will be provided at that time. If purchased from a dealer, the dealer can verify the VIN by completing the MV212 Application for Title, in lieu of a DMV inspection. The dealer must also complete the inspection section of the MV2009.
- Proof of Delaware insurance as outlined in 21 C. §2118
If the LSV is used:
- The current title for the LSV. If it is titled in a state other than Delaware, title must indicate it is a low-speed vehicle.
- If the LSV is titled in a state other than Delaware, the VIN must be verified by an associate from the DMV’s inspection lane and a MV212 Application for Title will be provided at that time.

- Proof of Delaware insurance as outlined in 21 C. §2118

Where can I drive my LSV?
Per 21 Del. C. §2113A, Low-speed vehicles may only be operated on roads where the posted speed limit is not more than 35 miles per hour. A low-speed vehicle may cross a highway at an intersection where the highway has a posted speed limit of more than 35 miles per hour. Low-speed vehicles shall not be operated on dual highways, as defined in § 135 of Title 17 and located in the unincorporated portions of the State, except as needed to cross them. Low-speed vehicles may be operated on such dual highways within incorporated cities and towns if the respective municipal government enacts an ordinance permitting such movement, subject to the other limitations of this section. All low-speed vehicles shall meet the requirements of 49 C.F.R. § 571.500.
Is a driver license required in order to operate a LSV?
Yes. You must have a valid driver’s license to operate a low-speed vehicle per 21 Del. C. §2113A
Do all owners have to be present when titling a LSV?
All owners must sign the MV212 Application for Title, Certificate of Origin, or title if applicable. They do not have to be present if the appropriate documentation is complete.

Eligible plates are limited to pleasure plates (number plates only) for LSV’s.
