Registration Renewal Notifications

Due to HB 164, effective October 1st, 2025, the Division of Motor Vehicles will start collecting Alternative Fuel Vehicle (AFV) Fees.

Why is there an additional registration fee for electric and other alternative fuel vehicles?

The new alternative fuel vehicle registration (AFV) fee will be assessed in accordance with 21 Del. C. §2151A. This fee helps to ensure that all drivers contribute to the cost of road maintenance, regardless of their vehicle’s fuel type.

Which vehicles are subject to the additional registration fee?
Owners of the following types of vehicles will be assessed an additional registration fee:

  • Electric motor vehicles
  • Plug-in electric motor vehicles
  • Non-plug-in electric motor vehicles (hybrids)
  • Other fuel motor vehicles (e.g., hydrogen, natural gas, propane)

How many vehicles does this new fee impact?

Currently, there are 57,500 alternative fuel vehicles registered in the state.

Why is this new fee being charged for owners of alternative fuel vehicles?
These vehicles use little to no gasoline or diesel, which means they contribute less to the motor fuel tax, one of the state’s primary sources for funding infrastructure maintenance and improvements. Additionally, many of these vehicles are heavier than traditional gasoline-powered vehicles, which can lead to increased wear and tear on roads. Thirty-nine other states have also implemented a similar fee as motor fuel tax revenue decreases.

Am I eligible to pay these fees online?

Beginning October 1, 2025, AFV fees must be paid at the time of registration renewal for one year or up to the max allotted time at any DMV location or online through MyDMV Account Services - Division of Motor Vehicles.

How will this fee be collected each year?

AFV owners can make their AFV fee payment at the time of registration renewal either at their local DMV or online through MyDMV Account Services - Division of Motor Vehicles.
As of October 1, 2025, anyone purchasing, titling, and/or registering an AFV must pay the AFV fee based on the registration expiration date. This means if they choose the one-year AFV fee, they’ll get one year of registration and can renew both the registration and the AFV fee annually in the future.

May I receive a refund if I sell my AFV after I have already paid my annual fee?

No, AFV fees are not refundable nor transferable.
