The Delaware Division of Motor Vehicles (DMV) along with the Delaware Office of Highway Safety (OHS) encourages motorcyclists to ride smart and ride safely through education and awareness.
Every year from April through November, DMV offers six different types of motorcycle safety courses to accommodate various skill levels, including an instructor-level course for those interested in becoming a certified Motorcycle Safety Foundation (MSF) RiderCoach.
Course benefits include professional training and up to 15% off your motorcycle liability insurance. Plus, upon course completion graduates are exempt from taking DMV motorcycle endorsement knowledge and road testing for up to six months. Plus, through classroom instruction and hands-on experience, riders gain the knowledge and skills necessary to help them respond to unexpected road conditions and various traffic situations.
Anyone who successfully completes one of the various DMV Rider Safety Courses in 2023 will be automatically entered to win a four-digit motorcycle license plate. Two drawings will be held: one on July 21, 2023, for those who successfully passed from March 17, 2023 to July 16, 2023, and another on November 18, 2023, for those who successfully complete a course from July 17, 2023, through November 12, 2023.

Winners will be notified via email. The email will come from DelDOT_DMV_communications@delaware.gov.
Winners will receive an email confirmation, indicating they won, and they will then need to select their pickup location:
- Wilmington DMV
- Delaware City DMV
- Dover DMV
- Georgetown DMV
When the plate is ready for pick-up all winners will receive another notification via email. All winners will take all required documents (see WHAT YOU NEED TO BRING TO THE DMV below) to their selected location to complete their transaction.
Upon completing their title work, all winners will receive a standard blue and gold license plate. If they wish to purchase a black and white tag once they have completed their title work with DMV, they can do so through the Delaware Historic Plate Co. DISCLAIMER: The name and driver’s license/identification card number used to enter the Motorcycle Training Course must match the name and driver’s license/identification card that will be presented to the DMV associate at the transaction time. If there is a discrepancy, the request will be denied. The winner must apply the new tag to their vehicle no later than January 31, 2024. There will be no extensions. Tags must be applied to a motorcycle; DMV will not permit placing the tag on hold. The owner is responsible for all applicable fees. Additional fees may be included if other transactions are included. DMV reserves the right to modify the tag number as assigned due to unforeseen circumstances.
WHAT YOU WILL NEED TO BRING TO THE DMV
NOTE: The title must be in the same name as the lottery entry
The Owner Has a Physical Delaware Title
- Bring the original Delaware title, valid Delaware insurance, Delaware driver license or identification card, and current vehicle mileage (if applicable)
The Owner Has a Physical Out-of-State (OOS) Title
- Bring the original OOS title, valid Delaware insurance, Delaware driver license or identification card, current vehicle mileage, complete VIN verification or safety inspection (based on vehicle model year)
The Owner Has a Lien on the Title(vehicle is financed)
- Complete MV35
- Mail, email, or fax the MV35 to your lienholder (DMV location selected on MV35 must match the location you identified in your entry)
- Contact lienholder to confirm receipt
- DMV location will contact you by phone, e-mail, and/or postcard when your title has been received from the lienholder
- Bring valid Delaware insurance, current vehicle mileage, and a Delaware driver license or identification card
If you completed an MV35 to have your title sent from the lienholder or lease company, please wait until you hear from the DMV that your title has reached the location. Please make sure that you follow up with the lienholder or lease company; tags must be processed before January 31, 2024, no exceptions.
New/Used Vehicle Purchase (not titled in your name) (dealership submitting paperwork)
- Customer must submit the 'congratulations email' to the dealership by January 31, 2024, for the tag to be assigned. Failure to do so may result in loss of your tag and/or additional fees.
