Get ready, Delaware. It's back! The Delaware Division of Motor Vehicles annual low-digit tag release begins on November 6, 2023. Everything you need to know is below.


How to Win


Anyone interested in winning a low-digit tag during our online Tag-A-Palooza giveaway must register. Registration begins Monday, October 23, 2023 at 8:00 AM and will continue everyday through Thursday, November 2, 2023.. You may register only once per driver license or identification card.




Anyone interested in winning a low-digit tag during an in-person event does not need to register in advance.

Only one registration per driver license/identification card is permitted. If more than one entry is received for an individual or entity, all additional requests will be denied. If a participant wins a low-digit tag during an in-person giveaway, their online entry will be voided.

Online Giveaway

 

During the online registration process, you must specify which type of tag you are interested in receiving:

PV - 5 Digit - Numbers Only (Under 10,000 lbs. registered vehicle weight)
T - Trailer (regular trailers - utility, flat-bed or non-camping trailers)
PC - Passenger Car (Under 10,000 lbs. registered vehicle weight)
C - Commercial
RT - Recreational Trailer (camping trailers 5,000 lbs. and over, not regular trailers - see above)
RV – Recreational Vehicle (car or truck under 5,000 lbs. or a motorhome)
MC - Motorcycle (above 55cc's)

If you would like to register to win a five-digit, numbers only tag and your vehicle is under 10,000 lbs., please select tag type PV.

Everyone who enters online will receive a confirmation e-mail with a lottery code.

Monday, November 6, 2023, through Friday, November 10, 2023, DMV will randomly select (530) PV, (55) C, (145) PC, (406) T, (381) MC, (33) RT, and (35) RV winners for each of the five days. Drawings will be held at 9:00 a.m. each day. Registration does not guarantee you will receive a low-digit tag. Registration is required to be entered into the drawing.



In-person Giveaways

 

Also, this year, there will be four in-person lotteries starting at 8:00 a.m. until all the plates are gone on the below dates:

November 6, 2023

Dover DMV

November 7, 2023

Georgetown DMV

November 9, 2023

Wilmington DMV

November 9, 2023

Delaware City DMV

There is no registration in advance for in-person events. Participants need to bring a valid driver license or identification card and Delaware registration with them to the event to be eligible.

If you would like to change your tag day of and there is not a lien on your vehicle please bring your title.

Inventory for in-person events is first come first serve and reserved to 100 PV license plates per in-person giveaway. Winners will receive a confirmation letter the day of and instructions on when to return to DMV to pick-up their new license plate.



What to Do if You Win

All online winners will receive an email confirming they won a low-digit tag. The email will include further instructions.

All in-person winners will receive a letter with further instructions the day of the giveaway and a certificate with their assigned number at the in-person event. Tags will be available for pick up at a later date.

Daily winning lottery codes will be posted above on this website and accessible on our social media sites: FacebookInstagram and Twitter for online winners. Your lottery code can be found in your registration confirmation email.

All winners will receive a standard blue and gold license plate upon completing their title work. If they qualify and wish to purchase a black and white tag once they have completed their title work with DMV, they can do so through the Delaware Historic Plate Co. To order a qualifying black & white porcelain or stainless-steel tag, go to dhptags.com.

You will receive an email once your tag is ready for pick up at the location you identify.

Please make sure you already have your title in hand. If you lost your title and won, please start the process of acquiring a duplicate title. Tags won via this lottery must be processed in-person and the transaction must be completed by February 29, 2024. There will be no date extensions.

WHAT YOU WILL NEED TO BRING TO THE DMV AFTER YOU RECEIVE YOUR TAG IS READY FOR PICK-UP EMAIL

NOTE: The title must be in the same name as the lottery entry

The Owner Has a Physical Delaware Title

  • Bring the original Delaware title, valid Delaware insurance, Delaware driver license/identification card, and current vehicle mileage (if applicable)

The Owner Has a Physical Out-of-State (OOS) Title

  • Bring the original OOS title, valid Delaware insurance, Delaware driver license/identification card, current vehicle mileage, and complete VIN verification or safety inspection (based on vehicle model year)

The Owner Has a Lien on the Title (vehicle is financed)

  • Complete MV35
  • Mail or fax the MV35 to your lienholder (DMV location selected on MV35 must match the location you identified in your entry)
  • DMV location will contact you by phone, e-mail, and/or postcard when your title has been received from the lienholder.
  • Bring valid Delaware insurance, current vehicle mileage, and Delaware driver license/identification card.
  • Contact lienholder to confirm receipt.

The Owner Has a Leased Vehicle

  • Complete MV35
  • Mail or fax the MV35 to your lease company & request a notarized Power of Attorney from the lessor to the lessee for permission to sign the title application. (DMV location selected on MV35 must match the location you identified in your entry)
  • DMV location will contact you by phone, e-mail, and/or postcard when your title has been received from the lease company.
  • Bring valid Delaware insurance, current vehicle mileage, and Delaware driver license/identification card.
  • Contact lease company to confirm receipt.

New/Used Vehicle Purchase (not titled in your name) (dealership submitting paperwork)

  • Customer must submit the "congratulations email" to the dealership by December 15, 2023, for the tag to be assigned. Failure to do so may result in loss of your tag and/or additional fees.
Disclaimer

Only one registration per driver license/identification card is permitted. If more than one entry is received for an individual or entity, all additional requests will be denied. If a participant wins a low-digit tag during an in-person giveaway, their online entry will be voided. The name and driver license/identification card number used to enter the lottery must match the name and driver license/identification card that will be presented to the DMV associate at the time of the transaction. If there is a discrepancy the request will be denied. The winner must apply the new tag to their vehicle no later than February 29, 2024. There will be no extensions. Tags must be applied to a vehicle; DMV will not permit placing the tag on hold. The owner is responsible for all applicable fees. Specialty tags, background tags, stainless steel tags, and porcelain tags have additional fees. DMV reserves the right to modify the tag number as assigned due to unforeseen circumstances.
